Higher education, severed as a tool of cultivating human resource, is always viewed as an important thing by every country. In the history of higher education, before 1990, education was mainly brilliant student education and its scale was small. But after the Industry Revolution, the higher education began to be popularized in western countries because of the impulse of modernized production. In 1960s and 1970s, higher education popularity finally became the common thing in economically developed countries. However, questions followed quickly—what is the appropriate higher education scale. And from then on, the question has been argued too many years, never stopped. As is known for us, when the scale of higher education is too small, it will hold back the development of country's economy; in turn, when the scale is too large, it can result in the resource waste, and then decrease the economic efficiency. Meanwhile the supplier of higher education (universities or colleges) will bear on the pressure from the society. Therefore, the study on the subject seems to be very significant.The theory of higher education is first discussed in the dissertation and some ideas are given about the theory. Then the factors that affected the demand and supply of higher education are analyzed. Combined with the fact of Hebei province, the general condition about higher education has been discussed in details, then the model for demand and supply of higher education is given. Finally, by the statistic software of SPSS and EXCEL, the analysis result is gotten and some ideas and suggestions were brought up.On the basis of adequate investigation and research, the dissertation becomes a creative thesis.
