I focus my research on institutions for secondary TVET(Technical & Vocational Education & Training) with regard to this fact that the shortage of skilled workers has a great impact on both economy and society. Based on this fact, I think that the main reason lies in that something wrong happened with the institutional arrangements for secondary TVET. One of the most important reason is that the supplier and manager are so simplex that secondary TVET only enjoys low efficiency and has a great impact on the improvement of workers' quality. So the only way-out is to introduce privatization and have a break to the supplier organization.The privatization was proved by public sector economics and institutional analysis to be more efficient than other ones and is a feasible solution for the shortage of skilled workers. This paper aims at the necessity, rationality and feasibility for privatization to gain more improvement for secondary TVET.The analysis method for this paper includes public goods and institutional analysis. Through the analysis about the nature and equality of secondary TVET, it comes to an conclusion that privatization is more efficient than the institution of government as "single supplier" and is more helpful for the realization of education equity. Regard of this , privatization should be the future for the institution of secondary TVET. This is not only the theoretical innovation, but the good way for further development.
