Elementary education is the important fundamental object of national modernization, in which the stage of elementary school is an important stage of talents'growth, the best responsive period of body quality and the important period of forming psychological quality. In the course of cultivating these qualities, physical education plays such a great role that it can't be replaced by any form of education. So it's necessary to study it further and set up ideal strategies of developing physical education in elementary schools. Then it is the important subject many school physical education workers are concerned about in the new century to greatly reform teaching content and methods so as to help pupils grow soundly and to carry out the quality-oriented education fully. The situations of making physical education universal and develop are different vastly among different regions all around the world, especially in poverty-stricken areas where culture subjects are considered to be superior to physical education, which hinders the development of physical education in elementary schools. Guangxi belongs to the West Region and there are lots of regions which are poor, remote, mountainous, backward and minority-inhabited. Since the level of economy development is lower than that in east region and there exists vast difference between West Region and east region on the aspect of economy, politics and culture, it is greatly significant to look for the suitable strategies of developing physical education in elementary schools. The thesis investigates the current situation, analyzes it, explores the bad factors of affecting the development of physical education in elementary schools and finally puts forward to strategic goals and countermeasures of development from the perspective of physical education teaching in elementary schools of Guangxi, the mechanism of evaluating physical education teaching, after-class physical exercise, the staff of teaching physical education, physical education fund, space, equipment and medical care in the method of document, questionnaire and mathematical statistics. The analysis shows:(1) the proportion of opening physical education classes in elementary schools of Guangxi is comparatively high, but on the side of elementary schools in countryside it is low. (2) In terms of enforcing the new courses standard elementary schools in city have less problems than those in countryside. What's more, in countryside the guiding principle of physical education teaching has been influenced by the guiding principle of teaching program, which is reflected in not carrying out the new courses standard fully. (3) Lacking of space, equipment, fund and teaching staff are the key factor hindering the development of physical education in elementary schools and elementary schools both in city and countryside are badly affected by lacking of physical education teachers and those in countryside, lacking of textbooks. (4) Generally speaking, the situations of laying down yearly teaching plan and term teaching plan are better than that of drawing up unit teaching plan. A few schools don't draw up unit teaching plan, but most of physical education teachers lay down teaching plan before giving class. As for evaluation of teaching, the regular management in elementary schools of city and town are better than that of countryside. (5) As to evaluating study, physical strength test still plays an important role in elementary schools. Elementary schools in city pay more attention to these new methods of evaluation such as teachers'evaluation of students'attitude towards to study, students'self-evaluation, students'evaluation of each other, students'ability of communicating and students'spirit of cooperation than those in town, and schools in town do better than those in countryside because schools in town are influenced more greatly by those in city than those in countryside do. (6) Some elementary schools don't link up marks in physical education with determining three-good student and middle school entrance examination and consider physical education subject nothing. (7) On the aspect of doing morning exercise, elementary schools both in town and countryside don't do a good job. (8) Concerning setting-up exercises during a break elementary schools in city as well as in town do a bad job. (9) In terms of activities after class, there is a gap in elementary schools and instability as well. (10) On the aspect of training after class, there are training teams in most of elementary schools and these teams insist on training all around the year. But half of the elementary schools in town and countryside set up temporary training teams only on the condition that there should be matches approaching because there lack physical education teachers, funds on physical education, space and equipment, which causes much trouble in training after class. (11) Generally speaking, physical education teachers leading training teams are under paid. (12) There exist some problems such as lacking of physical education teachers and being unskillful and there are many part-time physical education teachers. Teachers teaching other subjects are assigned to teach physical education in some schools, which badly affects the quality of physical education-teaching and new reformation of syllabus. (13) The physical education teachers body are younger and there is a big gap between elementary schools in city and in countryside in terms of degree and professional title. (14) Elementary schools in town as well as countryside should work harder in the training of professional titles. (15) Elementary schools in town and countryside encounter much difficulty in funds on physical education, space and equipment. (16) As far as the medical care's concerned, most of elementary schools realize the importance of health education and can offer the course of physical education and health education.Aiming at the result of study, the author puts forward to the basic countermeasures to realize the strategic goals: (1) carefully enforce the standard of syllabus and carry out quality-education fully; (2) perfect the rules of management, strengthen management of the course of physical education and push forward the sound development of physical education in elementary schools; (3) perfect the rules of teaching management, improve the quality of physical education teaching; (4) deepen the reformation of physical education teaching and establish the new three-dimensional idea of health; (5) build the system of physical education textbooks and explore the resource of practical courses; (6) reform the mechanism of evaluating physical education teaching and perfect the mechanism of evaluating course; (7) strengthen the training of teaching staff and enhance the over-all level of physical education teachers in elementary schools; (8) carry out the idea—Health First and enhance the level of students'physical quality and health; (9) Based on reality, improve the material condition of school physical education in many ways. Through macro-study of the development strategies of physical education in elementary schools, the thesis, based on the situation of social, economic, cultural and educational development in Guangxi, seeks for the suitable development strategies of physical education in elementary schools of Guangxi to provide the leading departments of school physical education with evidence and a kind of reference and to promote the comprehensive development physical education in elementary schools of Guangxi.
