Special education is an important criterion for a country' s education level and civilization degree. In Hunan province it has a history of almost 100 years, and presents a prosperous developing trend after Reform & Opening. The purpose of research on this topic is to understand problems during the development process through history review and present situation analysis on special education development in Hunan, and propose thoughts and recommendations based on features in Hunan. Furthermore, provides references and basis for educational authorities' decision making, in an attempt to promote the development of operation benefit and quality for various special education agencies, including special schools, special classes and deformity children attending in the ordinary class, etc.This essay consists of three parts. The first part gives a brief introduction to development process of special education in China and foreign countries, and the historical review and summary of special education in Hunan; the second part presents problems existing in Hunan special education, mainly including insufficient investment compared with its development, improper special educational agency setting and layout, low education resources utility and education quality, underdeveloped teacher groups, etc; the third part proposes some development policy...
