In the society of learning, great changes take place every day. As the level of knowledge information increases, the world requires objectively that people need to refresh their knowledge constantly and study in life-long time. Therefore, the aspiration of people's learning has reached to an unexpected degree. Fortunately the wide application of the rapid development of information technology makes it possible for people to obtain the opportunity to receive the life-long education. Under this circumstance, distance education has been launched everywhere, and has developed remarkably. Up to February of 2004, the Ministry of Education had authorized the launching of distance education as the pilot units in 68 higher universities and institutions with the registered learners totaling over 200 million (see the Website of the Ministry of Education). Whereas, the teaching quality of thus education has attracted the attention of the public as the quality is considered as the "lifeline" of distance education. In school education, on the other hand, the teachers' teaching quality is the foundation of education; therefore, effective evaluation systems should be established in order to ensure the stability and constant improvement of teaching quality, the purpose of which is to meet the needs of social and economic developments. It is proper and in great significance.As how to ensure the teachers' teaching quality in distance education and to keep the "lifeline", many experts and scholars have done a lot of researches and studies and made great achievements. Such achievements can be seen as follows: studies of the theories of distance education; and studies of the contents, principal parts, and methods of evaluating the quality of distance education.Due to the facts that distance education in China was launched comparatively late and the educational system is still in reformation, a proper evaluation system of teachers' teaching quality in distance education is not yet adopted to meet the needs of the marketing economy in our country. In many evaluating tasks, it is found out that the modes of traditional quality management is still adopted; the analysis of the data is still static and out of date; the ways and the information of the feedback are lack of variety; the system of the quality control remains to be improved; and the importance has not yet properly attached in the modes of the examinations, the assessments of learners' achievements as well as the teaching conditions. The evaluation of education quality has not got rid of the influence of the planned economy in the fields of the educational concepts and the modes of thinking, so it is still affected by the system of the traditional education quality. On one hand, many documents and regulations have come out to ensure the quality; but on the other hand, they are in disorder and far from being perfect to regulate the present process and step in distance education. The seriousness of the problems is easily seen in teachers' teaching quality, which is only scattered in the system of the teaching quality of a school, but it should be independent and systematic. Meanwhile, the contents and standards are lack of the degrees and aims, for instance: the same standards and the same requirements are still adopted in different ages, different titles of professional posts, and different subjects. Besides, the mode of evaluating the traditional teaching is still applied in the on-line classroom in distance education.Based on the above situation, this paper manages to construct a teacher's teaching quality in distance education, which is up to date to the developmental trends of distance education in our country. The basic ideas lie: First, it summarizes and presents the theories of the three basic functions of distance education. Second, in a direct line with the above the understanding, it delicately designs a questionnaire of investigating teachers' teaching quality in N Radio & TV University. What's more, this paper analyzes and compares the evaluation standards of teacher's teaching quality in the United States, Korea, CCRTVU and NRTVU as far as the teaching activities are concerned. Third, in line with the above investigation and analysis, it presents a first draft of the evaluation system of teachers' teaching quality in distance education, and establishes a proper evaluating standard according to the relevant guidelines. Then, it will establish a comparatively workable system of evaluation standards of teachers' teaching quality in distance education and this system will be put in a trial application in N Radio & TV University.The research of this paper mainly adopts the method of case studies, and that of the comparative study; and meanwhile, it also combines various methods of using resources, questionnaires and interviews, and so it is a multiplicate and in an all-round research. The general way of researching is: On one hand, the author has studied all kinds of resources, done a careful analysis, and then reconsidered the relevant questions of the quality evaluations of teachers' teaching quality k distance education; on the other hand, she has also done a lot of case studies in real teaching places, formed a clear outline of the present situation of teachers' teaching quality in distance education, and managed to establish a quality evaluating system that meets the evaluation system of the teachers' teaching quality.
