Teachers are the cultivators of human mind and are main strength of education. A college teacher should be qualified spiritually, intellectually and physically. Previously there are numerous theoretical and practical studies concerning teachers' spirit and intellect, but few studies are carried out on the effects of physical exercise to the health capital and human capital of college teachers. With the increasing reform of colleges and universities, college teachers are confronted with more professional pressure and less spare time so that they have irregular physical exercise and poor health and it is prominent that some college teachers die very young. Therefore it is both managerially and theoretically significant to study the behavior of college teachers in Shaanxi Province participating physical exercise.This study, taking initiative of the formation of the human capital—health capital in line with the factual situation of college teachers in Shaanxi participating in physical exercise, is concerned with the analysis of the behavioral problems of college teachers participating in physical exercise applying the research methods of questionnaire, literature, experts interview, statistical analysis and theoretical analysis and adopting the theories of physical education management, psychology of sports, sociological sports, behavioralscience, sociology, managerial science and psychology. Based on extensive data collecting and deep investigation, this article explores the surface and deep reasons that college teachers pay not enough attention to physical exercises, and the issues of strengthening their consciousness of physical exercises, improving their health and enhancing their individual development. Furthermore, it explores the significance of college teachers participating in physical exercise on the basis of the relationship of physical exercises and health capital, human capital effectiveness, and individual development.The study advance resolutions to problems concerning Shaanxi college teachers' physical exercise of leadership weak consciousness, fossilized assessment of teacher' s achievement, single-function of physical exercise management, and teachers' great work pressures. Furthermore, it advances the feasible proposals and measures: forming the idea of investment into health capital, polishing teachers' achievement assessment system, setting up the system of holiday with pay, strengthening health investment advertisement, establishing college physical exercise culture, improving college teacher physical exercise management and adjusting mental mood and appropriate orientation. The study provides Shaanxi educational administration and educational management with the basic statistics of college teachers participating in physical exercises and makes up for study in this field. The study is divided into the following five parts.The first part offers the problems, objects, contents, research methods and current situations concerning the whole study.The second part explores from different perspectives the significance of physical exercise to forming health capital, enhancing human capitaland individual development of college teachers based on functions, motives and behaviors of physical exercise and human capital theory.The third part summarizes the subjective experiences and objective behaviors of Shaanxi college teachers participating in physical exercises and explores the physical exercise characteristics of this social group.Combined with the third part, the fourth part analyzes the external and internal factors influencing Shaanxi college teachers' participation in physical exercises. This part first explores the external factors in terms of leadership ideas, achievement assessment systems, college teachers work pressures, college physical exercise cultures and the peer group pressures. Then it interprets the internal factors of health investment, exercise attitude, exercise motives, ideologies, consumption ideas, role conflict and life styles.On the basis of theoretical research in the second part and the explorations in the third and fourth part, the fifth part advances seven feasible, effective, mutually and integratively beneficiary proposals and measures of forming health investment ideas, polishing teachers assessment system, establishing holiday with pay, strengthening health investment advertisement, setting up college physical exercise culture, improving physical exercise management and appropriate orientation.
