A Study On The Property Right System Reform In The Process Of The Socialization Of College Rear Service

The key problems of higher education reform and development are how to strive for university running resources and how to utilize them efficiently, under the guide of the plan for the national higher education development. One of the main problems is that whether or not the rear-service system of university can support higher education development. To make better use of rear-service assets, and to play its role of keeping the value , or even increasing the value, the key point lies in realizing rear-service property rights system reform.Rear-service property system reform should start from clarifying the property relation. It is very important to ensure the relationship among power, responsibility and benefit, to learn from the successful management and reform experience of state-owned enterprises, to operate and manage rear-service property differently according to their types, and then to realize the transition of rear-service property operation and management system in universities.The author reviews the main theory of property ownership that influences the reform of China's enterprises. It points out that the Western theory of property rights for the internal structure of the enterprise, and the theory that the internal structures of the different property rights affect the efficiency of enterprises, are the important theoretical basis of the property rights reform in China's state-owned enterprises, which set diversity of stock rights as their goal. Then, from the rear-service assets analysis by defining property rights, the paper points out that we should identify the main usage of the rear-service assets and the management approach of property classification to double the growth of the two-effective of rear-service assets. Based on the clear property rights, we must base on laws and facts, the principle of "who invests, who owns it and who benefits from it", and realize the definition of property rights of rear-service assets in a simple, balanced and smooth way.The author points out that the renewal of concepts is the precondition of the arrangement of the modern property system of rear-service. We must liberate our mind, get rid of the endless argument of the quality of rear-service enterprises, recognize the public welfare of logistics, and boldly suggest that rear-service in university is to make profit. To balance efficiency and equity, we should change the methods of subsidize producers to subsidize consumer directly, and fully realize teaching to make profit, in return profit to better teaching. Through the analysis of the diversity of logistics property rights reform in university, by the return and cost model of property right system of choice and innovation, we analyze the options of the rear-service property rights in universities.Based on the above, by learning from the successful experience of the reform of state-owned enterprises, we put forward the framework of reforming the rear-service assets property rights in universities, that is to build a new system with Chinese characteristics, and adapt it to the requirements of the socialist market economy and the development of higher education in line with their own law. This system emphasizes "clear attribution, clear powers and responsibilities, strict protection, flow smoothly". It's a modern property system and it improves the structure of assets andthe efficiency of rear-service assets property management, supervision and operation. We further put forward we should solve the problem of ownership of stock assets and incremental assets;build up rear-service assets management system at multi-level ownership;establish a sound corporate governance structure, state-owned property proxy recycling;realize the diversity of ownership by decentralizing the stock rights;establish a sound rear-service state assets control mechanisms and truly realize specific reform of rear-service assets capitalization.Finally, this thesis will analyze the property right system reform in Hebei University rear-service Group, and summarize their successful experience—"freeze the stock assets, start from zero, build a platform with clear property right, and then establish an independent corporate entity through stock system reform". The purpose of the analysis and summary is to offer a very usefully reference to the recent rear-service property right system reform in colleges.
