Following the economic globalization and the higher education internationalization, universities and research institutions in each country attach much importance to communication and cooperation with each other. There're several kinds of cooperative programmes, one of which is international exchange student program. Because of its advantages, international exchange student program is of great significance to nations, universities, research institutions, and international exchange students. Now, numerous universities and institutions implement the international exchange student programs.The most famous and successful one in the world is ERASMUS Program.This program started in autumn, 1987. Until 2004, there have been 31 countries, 2199 universities and institutions, more than 1,180,000 students attending it. In ERASMUS Program, how to choose exchange students? How to support exchange students? What should the universities and exchange students do before exchange students go abroad? How about their life, study and graduation when they go abroad? How to evaluate their study and recognize their credits? How does the Exchange Students Network work? The program has comprehensive rules and principles on these problems. That's the reason why it's so successful. Currently, the trend of higher education internationalization affects our education system dramatically, and we have made much progress. However, the distant between our universities and those in some developed countries still exists. In this context, how to improve our implementation of international exchange students? ERASMUS Program sets an example. We can have a try in following aspects: increasing more cooperative programmes;establishing an information institute which can serve universities, institutions and students;improving education quality;perfecting the credit transfer system;encouraging families to attend the programmes, such as accepting homestay.There're five parts besides the Introduction in this article. Chapter One introduces the background of the implementation of international exchange student programmes. Chapter two mainly describes the ERASMUS Program and its characteristics in details. Chapter Three mainly analyzes the significance of the international exchange student programmes. Chapter four is mainly about the obstacles of implementation. Chapter Fivegives several suggestions.
