On The Practice Of Principal's Authority Under The System Of Principal Responsibility In Primary And Secondary School

The practice process of any authority is a dynamic movement. Only in the practice, the control and the influence of the subject of authority over the object can be performed, and there is no exception to the authority of principals under the system of principal responsibility in primary and secondary school.However, there are some flaws in the practice of authority as a result of many subjective and objective limitations (for example, different understanding to the connotation of principal responsibility system, the influence of idea, the lack of funds, the invalidation of supervision and so on), which seriously hindered the implement of principal's authority with effectiveness, science, reason and fairness , and the perfection and development of principal responsibility system as well. As a result, it will finally extirpate the reform of elementary education. Therefore, the exploration of benign movement of the primary and secondary principal's authority is the intrinsic request to display its superiority of the principal responsibility system continually.This article is divided into three parts. The first part elaborates the authority characteristic and the organic constitution of the principal's authority of primary and secondary schools from a static angle. The second part summarizes the following flaws, including the constraction and expansion of the principal's authority, the non- scientific practice of the principal's authority and so on, analyzing the underlying factors leading to these flaws based on the investigation into some primary and secondary schools principals and the educational administration of Hunan Province and the relevant statistics from the dynamic angle. The third part proposes five countermeasures to keep the benign practice of principal's authority in terms of these flaws: Releasing authoritylegally, keeping the consistency of power and responsibility, dividing power reasonably, practising the power scientifically, supervising the authority.
