We have stepped into the Knowledge Economy Times, the science literacy of the public has become the basic factors that restrict the sustainable development strategy of a country. Among the approaches of communicating science and technology, scientific & educational TV is the main channel for public to obtain science and technology. And as a special way of improving public's science literacy, the scientific & educational TV's contents and effects are very important, and its communication concept and education concept are the key factors, they determine whether the content is attractive and whether the effect is reached.Based on the investigation on the public science literacy by Chinese Science and Technology Association in 2003, it reveals that the public science literacy of our country has dropped far from the developed country. Further more based on the analysis of literature and data of these years, another discovery is that the research on the scientific & educational TV programs is very thin at all times, and there is a lack of theory research. So the development of scientific & educational TV programs is slow nowadays, and its communication concept is also lag. So to be dead against the actuality, this thesis analyzes the scientific & educational TV programs of our country concretely, and then discusses its communication and education concept deeply, thus to evoke us to pay more attention to the scientific & educational TV, and let us know what problems are existing recently. I hope this research can be active guide function to the production of the scientific & educational TV programs, and make the scientific & educational TV exert its education and communication function fully to improve public science literacy really.This thesis includes five parts. The first part is "the summary of scientific & educational TV programs", which defines the range of scientific & educational TV programs discussed in this thesis, analyzes the scientific & educational TV programs' characteristics, and systematically describes the development of scientific & educational TV programs. The second part is "the summary of the communication concept and education concept of scientific & educational TV programs", which explains the communication concept and education concept from the view of communication and pedagogy, and analyzes the relation of edutainment technology and scientific &educational TV. From this part, we will know that edutainment technology and scientific & educational TV have the same view that is putting entertainment into education. The third part is "the analysis of scientific & educational TV programs", which analyzes the typical scientific & educational TV programs internal and external, and in order to find out the problems existing in our programs by comparing between them. The fourth part is "the analysis on the factors that influence the communication concept and education concept of scientific & educational TV programs", which discusses the factors that influenced the communication concept and education concept of scientific & educational TV programs from two aspects: "popularization of science" and "public understanding of science", and the differences culture background. This part points out the achievement and shortages of our scientific & educational TV programs, thus we can learn from foreign (its advantages) to offset our weakness, and produce more excellent programs. The fifth part is "the effect of communication concept and education concept on scientific & educational TV programs", which mainly analyzes the effect from five aspects, such as narrative structure, narratology, imagination and creativity, pictures and commentary, and sound.
