With transforming of Chinese society from planned economy to market economy system,and reforming to open the realm extended and influence on the international society, theChinese social situation has the complicate and far-reaching changes. The realistic need andmotive in university students vary with the changes. The safety problems that exist among thestudents are getting more and more . In such a period, Safety affairs occur increasingly andfrequently because of themselves and society .It is serious to affect the growth of students ontheir health.This paper is based on the theory of "to govern the school by law" that is included in thetheory "to govern the country by law".This is the theory of making people being the centre and keeping on development. Itcompensates the emptiness of law education after classes.This paper is used the methods of contrast analysis, document research, investigation andinquiry, analysis to synthesis, etc. It is discussed according to the following four aspects .1.Analyzed the necessity of enhancing the safety consciousness of collegian in newperiod.Enhancing the safety consciousness of collegian is a demand that the university isreformed education and develop it in higher school;a demand that the university iscompletely promoted the character and quality education;a demand that the university isimproved the virtuous education and also a demand that students adapt to development ofsociety and grow up healthily.2. Explicating the condition and reason of the safety consciousness of collegian in newperiod.It is investigated the safety cousciousness of collegians of our country by methods ofresearch. The results show that the most students have safety consciousness, but the safetydefence abilities are not systematic. Otherwise, there are a part of students safetyconsciousness are not optimistic in safety consciousness. They are short of the safetyconsciousness and in the blind status. This is mostly because of influenced one another by thefactors of the students themselves, society, schools, families.3. Discussing the safety consciousness, safety education targets and contents thatcollegians should have in new period.The safety consciousness that the collegians should recognize the reality accurately andclearly by feelings, consciousness, memories, thought and imaginary is judged properlywhether the objective things safe or not. Then is controlled their behavior and determinedconsciously how to do next, keep oneself or other from the harmness, and be the citizen whorecognize the law, obey the law, protect the law and have the abilities that distinguish right orwrong clearly and defend. The target of collegian's safety education is that improving thecollegian's safety consciousness at most, enhancing safety consciousness of collegians, andprotecting the safety of collegians. The contents of collegian's safety education primarilyincludes: It begins with the legal education cultivate the proceeding view of life, view ofworld, view of worth, upgrade the collegian safety, strengthen education of mental and health,and optimize education of objective environment in society, families, ect.4. Discussing how to improve safety consciousness of collegians in new period.At present, It hasn't become complete but independent in the operation system how toprocess the safety consciousness education in university. This paper should be taken theimportance of the safety consciousness in the mind firstly, and taken care of it totally,assigned the work clearly and definitely, and participated in education actively, leading witheducation and with the different apartments strictly managing together to transpierce kinds ofsafety defence through the whole procession of university education. The work about thesafety consciousness should be done according to standardization, systematization,legalization and science.Generally, this paper has the important value on improving the collegian's safetyconsciousness, assuring collegian's safety and promoting all aspects of the development ofcollegian in new period.
