In order to carry out the quality-oriented education, it's fundamental to have teachers of high qulity. Physical education, as an important ingredient of the modern education for all-round, is to serve the tide, a group of highly-qulified physical teachers would be, therefore, much-needed. What's more, as main implementor of physical education in primary and secondary schools, it is necessary that the teachers there manage to keep pace with the continually developing education. Therefore, continuing education for the physical teachers is essential so that they would be more competent in adapting themselves to the development of the society and education.The investigation of 366 teachers who come from either primary or secondary schools in seven different regions in Gansu Province, and who have already received continuing education, reveals several problems existing in such a +-mechamsm, including the backwardness of idea, the incompleteness of legal and assessing system, teachers being not given too much attention and their being overburdened by the education expense, which all come to form the great obstacle to the progressing of the teachers. this essay , taking into account the situation of Gansu Province, suggests to do the following to battle the problems mentioned above : to change the old concept of continuing education by viewing it from two different perspectives -lifelong education and ability-promoting; to strengthen the legislative , executive and supervising force to see to it that the policies are implemented and carried out in a desired manner ; to complete the assessing system , assessing criteria specified and the course of it open and fair ; to optimize the multi-structure of teachers and beef up their professional ability and finally to build up the system of the sharing of education expense by three sides so that their financial burden is relieved to the minimum .
