The research on the different regional educational development is one of the most important contents in developing regional educational study. The research discusses unbalanced Chinese regional educational development by using quantitative method, in which the present status analysis and characteristic differences of typical regions on the educational development level are central problems.The study constructs a balanced developing index system which can harmonize our regional development based on the index and index system in existence, the understanding of the theory of educational durative concept, educational harmonized and full development concept, then calculates the educational developing level of the 31 provinces, autonomous regions and municipalities according to this system, that is, through the analysis of elementary education score, middle vocational education score, higher education score and total score in different provinces, the situation of regional educational development is investigated. The regional features in our country can be clarified, in order to reveal the change processes and trends on the educational development level, to provide the reference during the Eleventh Five-Year Plan period.The conclusion shows: (1) Chinese educational development presents a continuous developing situation and the whole score presents ascending trend.
