Vocational education, a form of basic education, is an integral part of the educational system of our country. Vocational education is mostly the closest in relation to our economic construction and is the most active in our economic endeavors. It is because of these distinct features that vocational education has now become a hot topic in terms of the educational development in our country. Some recent studies have illustrated that non-governmental institutions of vocational education are playing an ever-increasingly important role in the vocational education system of our country. A case in study here is Changsha Zhuojia Cultural Training Centre, one of the many similar training institutions in the city of Changsha. It is newly established and is now confronted with the problems that could eventually endanger its survival in face of the fierce competitions from the market, lack of educational experiences, etc. Under such a background, it is of great practical significances that the present paper, by employing the modern theories of strategic management, probes into such theoretical aspects as the planning and implementation of the development strategies of this Training Centre.In this paper, modern research facilities such as PEST analysis, Port's model of five competitive forces, SWOT techniques are employed in carrying out the strategic studies concerning Zhuojia Training Centre. After careful studies, we have found that in this Training Centre, there is an obvious co-existence of its internal advantages and disadvantages and its external opportunities and challenges, and the combinations of all these key factors are fairly complicated.
