Teachers have been playing a leading role in education. They are the main power to train qualified graduates for Four Modernization in China, and to improve the success of having more qualified graduates. Teachers in different countries,with different cultural background and ideology, are performing the same obligation, that is, to educate new generations to meet the need of the society of information. The countries that improve the quality of teachers first would be in a more superior position in education, and be more powerful in strength. Abaga Qi lies in the middle and north of Xilingol League. The education there is relatively backward, which as a result restricts the economic development of the region. The key to develop education lies in teachers, therefore, highly qualified teaching staff is the main element for education to ensure economy, and for economic development. Based on large amount of reference books, the paper takes Abaga Qi as a main target to explore deeply the meaning and consequences of improving the quality of teachers, and to raise problems needed to deal with through investigation. By comparing and analyzing the teaching staff in developed countries as well as that of developed domestic areas through personal experiences, the main characteristics of each mentioned teaching staff are concluded. Moreover,thepaper points out the advantages of the teaching staff in other places as well as the disadvantages in the study area. Provided are suggestions and solutions, to direct the activities in improving the quality of teaching staff in Abaga Qi.
