The 21st century is a times when social P.E. will have a huge development, people all over the China will improve their body exercises. There will be fire scientific, economic, talented people and educational competition. College physical exercise is the main part in P.E of universities. It plays a very important role in training"comprehensive talented person". As a result how to develop high–quality persons with physical and mental health is worthy of being researched by P.E scholars. For several years, P.E. teachers in universities haven't paid full attention to the physical and mental health of the students. It is a hot point in P.E. research in universities on how to fulfill the P.E. teaching .As a new teaching model, P.E. teaching clubs appear in order to be suitable for social development and satisfy the demands of the P.E. in school. Recently there are many researchers on it. But they are lack of consistency and systematic theory. It is undeniable that there are certain theoretical and practical meanings or these researchers. Inner Mongolia Autonomous Region, minority inhibited, is relatively falling behind in economic development. Inner Mongolia Normal University is the only one where P.E. teaching club are put forward. It is an important topic we must confront with now that how to follow the demands of P.E. teaching reforms all over the China and how to design P.E. teaching models with characteristics in our region. So the author tries to set up the developing models in P.E. teaching clubs according to analyze the situation of public P.E. teaching in our autonomous region.With the documentary ways: questionnaire surveys comparative analysis and statistics, the following are summed up.
