With the acceleration of economic globalization and informatization, market competition becomes more and more intensified. The crux of the competition is the competition of talents, which relies on the competition of education, especially higher education. Shaanxi province that lies in western China has rich higher education resources. The affairs that need prompt solution is to improve the level of college running and college competitiveness, and to enhance colleges'promoting power in economic and social development for the purpose of making Shaanxi province powerful in both higher education and economy as early as possible by making full use of the advantage of higher education resources.This thesis constructs human resources management systems for colleges by applying the theories of human resource management to college management. Through the analysis of the situation of college human resource management in Shaanxi province and the comparison between the situation in Shaanxi province and Shanxi province, it is found that the following problems exist in colleges of Shaanxi province: the concept of human resource management has not been wholly set up; the increase of the number of teachers is slow; the structure of human resource is not reasonable; the quality of human resource needs improvement; and the problem of brain drain is serious. This thesis analyzes the causes of the above problems from the aspects of human resource management work analysis, the admission, integration, encouragement, adjustment and control, and training and development of human resource, and external environment of colleges. By referring to the research results of foreign experts, and against the situation of college human resource management of Shaanxi province, this thesis promotes three countermeasures: changing the concept of human resource management of Shaanxi province, perfecting mechanism of human resource management of colleges, and constructing favorable external environment of human resource management of colleges. These results of the study have guiding significance to setting up the concept of human resource management, to developing and managing human resource scientifically and rationally in colleges in Shaanxi province, and to improving the level of college running and college competitiveness of Shaanxi province.
