Content: Since in 21 century, our higher education's reformation and development have being faced with claims of making further enhancement on legalization. And the inner-administration of institutions of high learning has being confronted with the transformation of teachers, students and administrative personnel and workers'standing, and also the reinforcement of their legal consciousness. The matter of constructing institutions of high learning's inner-regulatory regime appears, which should accord with scientific development concept,harmonious society construction and development trend of higher education. As the core of scientific development concept, human-oriented ideal has positive and directive function on our socialist modernization in new period, and also show the orientation clearly for inner-regulatory regime construction of institutions of high learning to adapt to new situation better.The thesis is based on observation of inner-regulatory regime construction, and safeguard of teachers, students and administrative personnel and workers'subject standing and benefits. It introduces human-oriented ideal to inner-regulatory regime construction as a guiding ideology. Through studying human-based ideal from a historical point of view and giving definition on relative important concepts, it sets forth the basic intension of human-oriented ideal inner-regulatory regime construction of institutions of high learning. Then, the thesis seeks the basis and feasibility from theory and practice points. By concluding and analyzing the status quo of being short of human-oriented ideal, it takes concept as guide, principle as criterion and measure as guarantee. The thesis probes into carrying out human–oriented ideal aiming at regulation's formulation, implement, supervision and feedback respectively. It hopes that the thesis has positive function on safeguarding teachers, students and administrative personnel and workers'subject standing, and advancing the inner-administration's reformation and development of institutions of high learning.
