Opportunity for development as well as some problems to be as an important part of our national education, non-government funded education has a great impact on improving education and developing human resources. The development of non-government funded education is conducive to the realization of fairness in education, the growth of diversity and selectivity in supplying education, and the improvement of educational competition and school efficiency. Along with the promulgation of The Law on the Development of Non-Government Funded Education Of People's Republic of China and its regulations for the implementation, non-government funded education has been confronted with a good resolved promptly.Based on the theories of shared education cost, human resource capital and education externality, referring to the non-government funded middle and primary schools, including private schools home and aboard, this thesis focuses on the analysis of accomplishments and existing problems in non-government funded middle and primary schools of Changsha City. Complying with the current situation and potential development of the economy and society of Changsha City, the thesis puts forward some Countermeasures and suggestions for the development of non-government funded education, supplies some references for the government's policies on non-government funded education, and will give suggestiveness for the development of non-government funded education.
