The rise and decline of the country's destiny lies in education, the education project lies in teachers. Under the background of making great efforts to establish the studying type of society of whole people's study and lifetime study, the teacher should become the model of whole people's study and lifetime study at first. As the quality of the whole teacher body becoming society's general attentions.," China educational reform and development outline " points clearly out that " the hope of revitalizing nation lies in, the hope of revitalizing education cause lies in teachers. " The need of times and the development of education have been determined that the teachers'education after job in the middle and primary schools is an effective means promoting the quality of teacher body and is the most important thing in the current teacher body's quality construction at the same time.This paper has defined the concept of teacher education ,continuing education, and teacher's continuing education and analysed the important meaning of launching teachers'continuing education after job emphatically, using sustainable development theory, lifetime education theory and studying type organization theory as the basic theoretical foundation. These theories have provided important enlightenments for " the existing problem and countermeasure research of teachers'continuing education after job.This paper investigated the situation of teachers'continuing education after job in the Changchun's middle and primary schools across-the-board by means of adopting questionnaire investigation method mainly . Through the data processing of the 254 valid questionnaires material retrieved and investigation results, the current situation of teachers'continuing education after job in changchun's middle and primary schools was grasped. It was found that there existed the problems of notion lagging behind,aim being unclear,lacking motive,ignoring the inherent enthusiasm and appraising mechanism being not perfectly.in the aspect of teacher's continuing education in changchun.Through the analysis of outstanding problem, the concrete measures of building up the new notion of middle and primary schools'teachers'continuing education after job,introducing incentive mechanism,seting up the good atmosphere of continuing education after job, strengthening interior power of teachers'continuing education in middle and primary schools and founding the code about teachers'continuing education to expect to promote the development of teacher's continuing education after job of middle and primary schools of Changchun.
