With the deepening of continuing education program of primary and middle teachers, the continuing education program in China has come into the period of formation and development and constantly becomes systematically. The market of teaching materials has ceaselessly thrived, which requires the management of teaching materials of continuing education gradually develops scientifically, systematically, and standardizedly. In the process of continuing education, the management of teaching materials has direct affects on the teaching mode, teaching system, teaching aim, and teaching evaluation. Consistent with planned economy, the management of teaching materials of continuing education is one of the governmental functions. Unifications of management, of training, and of subscription have formed the characteristics of material management. With the influences of socialist economic system in various fields, the management has gradually becomes marketable, which results in the variety, selectivity, and high quality of goals and puts forward a new task for system construction in teaching material management. However, because of the distemperedness of various managerial systems of continuing education, a sequence of problems such as of examination, approve, publication, and selectivity has emerged in the taches.By the researches on the examination, publication and selective system of teaching materials of continuing education, we manage to gain such significances as follows: to consummate the system of teaching material management, to clarify the conception that educational management should serve teachers and students, to distinguish the functions of administrative department from those of the educational training organizations, to constitute correspondent educational policies and harmonize relations, to exert administrative dominant effects, to mobilize the developers and users'enthusiasm, and to accelerate the constructions of essential teaching materials . This thesis aims to deepen the theoretical exploration into the management of teaching materials, widen the field of teachers continuing teaching research, as well as provide some certain assistance for some relative researches. What's more, it also aims to enhance the quality of management of teaching materials, standardize the managerial system in order to make continuing education market come into healthy and normal path.This thesis will make use of methodology of literature review, experience summary and diagnose. The literature review mainly focuses on the research on the teaching material management of the continuing education, elementary education, and higher education. I have been working in the field of publication of continuing education materials; consequently, I employ the method of the experience summary in the process of literature review. Therefore, the professional familiarization with the continuing education department and the relative experience in the publication of teaching materials bring forward conveniences for the research.In this thesis, the author is going to mainly discuss the history and development of management of continuing education materials, make the summary of contemporary examining systems and forms of continuing education materials as well as analyze the advantages and disadvantages and to design for the examining systems. Further, by analyzing the problems such as the requirement for variety, selectivity and marketability of education materials in the education material publication, the author is also going to design for the publishing system. What's more, by reflection and discussion on the selective system of teaching materials for continuing education, author is going to bring forward suggestions for the selective system.The examination, publication, and selectivity are the most important parts of teaching material construction. The research on the examination, publication, and selectivity of teaching materials for continuing education is beneficial in the aspects of emphasizing the theoretical discussion in management, broadening the field of continuing education, as well as providing some relative assistance, enhancing teaching material quality, standardizing the teaching material management, making the continuing education market come into standardized way, consummating the management system of teaching materials, clearing the conception of education management serving teachers and students, clarifying functions of the government and educational training institutes, constituting the corresponding education policies, harmonizing the relationship, exerting administrative roles, mobilizing the teaching material developers and users, and accelerating the extractive teaching material construction.The suggestions for educational departments in charge are to comprehensively speculate various factors on the management of teaching materials of continuing education, to collocate the systematical elements scientifically, to give up where should be given up and to manipulate where should be manipulate in order to form a scientific teaching material system with the organic combination of various elements.
