With mankind entering a new century, rapid development of science, economy and culture has proposed new requirements on education and curriculum administration of many countries in the world .To respond the demands of the times , some countries, based on national and local realities, attempt to strike a dynamic balance between centralization and decentralization of the curriculum management policy. For a long time, Chinese basic education curriculum management is highly concentrated and are lack of diversity and selectivity so that local curriculum remains in a weak state. The basic education curriculum is unsuited to uneven development of our vast territory, the region, school the conditions, can not meet the needs of individuals. Reform of the curriculum centralized management system is the general trend. The Ministry of Education promulgated the "core curriculum outline for the reform of (trial)" in June 2001 State, local, school curriculum management system levels, local curriculum become focus in new reform of basic education curriculum, and attracted many scholars theoretical concern.In recent years, the domestic research on local curriculum has developed rapidly in our country. Many provinces and cities design local courses and advices for implementation, and have made many gratifying achievements on the development of local curriculum. Comparing with some central and eastern provinces, Yunnan lag behind on local curriculum, especially at prefecture level, there are still many problems on developing and implementing local curriculum.With Bai as the main ethnic group, Dali Bai Autonomous Prefecture has a long history and rich culture: a large number of cultural relics, unique natural landscape and charming ethnic customs, which have distinctive ethnic characteristics, rich content and unique educational value. However, influenced by central unified system of curriculum, rich cultural resources of Dali, as potential teaching material, haven't been fully utilized and been ignored for a long time. The article focuses on the development of Dali local curriculum .These rich cultural resources constitute the potential curriculum materials, because of the long-term unification course management system, local rich cultural resources are not given enough attention , local courses still has many problems : school curriculum hasn't became a major channel to heritage national culture, local curriculum development remains in a shallow level, specific performance for the development of more channels and a single low-level, the lack of systemic . Secondly, local cultural resources haven't been fully used, teachers'capability is weak. In addition, local governments and education departments in charge of curriculum development for the local enthusiasm didn't give enough support.The article focuses on the development of Dali local curriculum. Based on the investigation of present situation of Dali local curriculum development, and the analysis of feasibility and necessity of construction of local curriculum in this region, the article proposes some strategies: preparation strategy, implementation strategy, supporting strategy.This article is divided into four chapters:The first chapter discussed the connotation of local curriculum, including the concept of local courses, the local courses feature, and relevant research on local curriculum home and abroad.Chapter II discusses the value of local curriculum development in the Dali Bai Autonomous Prefecture. Firstly, the article analyzes Dali local curriculum resources; Secondly, clarify the value and significance of local curriculum development in Dali, including cultural function of local curriculum, and practical significance for society and human developmentChapter III, based on investigation of development of the local curriculum in Dali, the article analyzed some existing problems during the process of developing local curriculum in details.Chapter IV, aiming at the existing problems of local curriculum development, the article proposes some corresponding strategies: Firstly, clarify the objectives of local curriculum, and carefully select curriculum resources, the further strengthen local materials in the preparation. Secondly, taking the implementation of "Dali history and culture" as an example, the article explores the effective strategy for the local curriculum implementation. Finally, the Dali discuss supporting strategy for local curriculum development, namely, improve the local curriculum management system, establish a scientific evaluation system of local programs, and strengthen teacher training.The innovation of this study is mainly manifested in the following two aspects: firstly, taking Dali local curriculum as a case study, the article comprehensively discusses local curriculum development strategy in minority areas. And the existing local research programs, there are few research on specific development strategy in a specific ethnic minority areas. Secondly, though most researchers focus on theoretical study of local curriculum development, which are lack of specific operational and practical features. On the basis of modern curriculum theory and existing theory of local curriculum, the article, from the operating level, explores specific strategies for curriculum development and practice in minority areas, this is also an innovation of the study.
