With the development of reform and opening to the outside world and urbanization, the rural workers have become a special and huge social group that could not be neglected. The group is an important power boosting the economy, as well as a crucial factor influencing the social stability. During the period of building the new socialist countryside, a well-prepared rural farmers'social security will advance farmers transfer to the cities greatly, expedite the process of urbanization and industrialization, achieve the coordinated development between the urban and rural areas from separated status. To provide a proper social security for the farmers meets the necessary demand when the group's power grows to a certain extent, it is also an inevitable result of economy development and a natural choice for a comparatively well-off society.At present, of the rural farmers'society security system, the endowment insurance has become an important problem concerned by the whole society. According to statistics, the amount of present farmers of China is beyond 0.2 billion, and 80% rural families have at least one person working outside. Therefore, without the social security when they get old, it certainly will influence most rural families'life and the stability of the whole rural society. Moreover, huge amount of old rural farmers staying at cities without dependence will influence the social stability and economy development of urban areas. The central and local governments have some regulations and policies on the endowment insurance for the rural farmers. However, because of the complexity of this matter, these policies haven't achieved an ideal effect and have revealed lots of disadvantages at the same time. The rural farmers could not get the real endowment insurance. For the farmers, it is necessary despite facing some objective obstacles, because the later the problem solved, the more cost it would spend. The article makes a comparative analysis on the current endowment insurance policies and puts forward some countermeasures.The article concludes 6 chapters totally. The first one is introduction, which define the meaning of rural farmers and the endowment insurance, then, it explain why the author choose the topic and analyzes current study status, meaning etc,. The second chapter analyzes the necessity of endowment insurance under the background of aging population. It explains separately from two aspects: the awkward situation and the meaning of such insurance. Chapter 3 designs the basis for the theory of rural farmers'insurance. It mainly concludes"fund accumulation system","nominal account system", which both from the theory of social security; the management theory(a extensive sharing the responsibility for the old ). Chapter 4 analyzes the possibility of the system from government, enterprise and rural farmers respectively. Chapter 5 introduces the central government and some local areas'policies towards to this issue, then, it describes the effects of different policy and analyzes why some measures are not ideal. Based on chapter 5, chapter 6 comes up with some suggestions, which mainly contains the system function environment forming, policy's possibilities, extensive responsibility sharing system and some other measures related.
