The Study Of The Socialized Logistics Management System And The Reform Of The Operational Mechanism In The Universities Of China

The central government carried out the high degree centralized planned-economy after the founding of China. The feature of the forms of welfare and supply of the logistics management system and the operational mechanism in the universities was formed in order to fit the historical condition which the higher education was under the control of the planned economy. After the reform and opening, the reform of the economic and political structures are deepening, the conditions of socialist market economy has been found and developed, and the high education career has been developing very quickly. The abuse of the former logistics management system is appearing as the the basic of the universities.This abuse has become the "bottleneck". Therefore, the reform of the logistics management system is the need of the development of the universities.This thesis studied the the reform of the socilized logistics management system and the reform of the operational mechanism in the universities. This thesis is divided into six parts. The first part is the introduction. First of all it is about the background of the thesis and the function of the study. Then is is the simple introduction of the concepts in the thesis. The second part is the review of the development of logistics management system in the universities. The third part introduces the basic conditions of the socialization of the logistics management at home and abroad. Comparing the practices and experiences of logistics management system in the developed countries, a couple of models of the reform which is about the logistics management system were discussed. The fourth part introduced the the problems exists in the reform of the logistics management system in the universities and the reasons why there are these problems. This part also reviewed the theories of the process of the reform, the transformations of functions of the departments of the logistics management, and supporting policies of the government. The fifth part brings forward theseveral advices through the the review of the process of the reform of the logistics management system and the analysis of the problems. These advices are: the exertion of the domination of the government; the policy which is the department between the company and the government-sponsored institution, and the department between the two rights; the transfer of the administration of the logistics department; the foundation of the modern company policy; the deepening of the reform of the personel supervision. The sixth part discusses the effects of the application of the logistics management system reform model which were achieved from the practice of the reform of the logistics management system in Taishan Medical University.
