Study On Wuhan "Charity Supermarket" In Sociology

With the acceleration of reform and social polarization in China, the city poverty begins to be obvious from the primary state of concealment, and endangers social stability and development. The unitary security system provided by nation in the past years can not meet large-scale social requirement, the government is faced with resource shortages and governance crisis. It becomes a bottleneck problem in China that how to search after effective form and use social resources to provide social support for more and more social poor people who are at the edge of society now or be about to, and alleviate social contradiction. According to the introduction of a new concept of"charity supermarket"and item demonstration, it provides a method for government tries to use all possible ways to obtain new sources to solve complicated social problem as quickly as possible. So the government requires widely building"charity supermarket"in China to alleviate social contradiction and maintain social stability.This study roundly researches after"charity supermarket"from the point of view of sociology. Based on the case of Wuhan"charity supermarket", it uses the method of qualitative fieldwork and researches into the production and running of Wuhan"charity supermarket"from three parts according to the method of conversation and literature. The first part analyzes the dynamical mechanism and systematical background of production of"charity supermarket"from the point of view of system transition. Because of system transition the limit of government action can not perform the promises of social welfare security well and the poor people's strong demands for social support provide a chance of production of"charity supermarket". The second part analyzes the operational mode of"charity supermarket"from the point of view of organization ability, evaluates it from its interior running, exterior running and running condition, and researches the possibility of continuable development of"charity supermarket". The third part analyzes the government action of"charity supermarket"and the change of governance mode of government reflected by"charity supermarket"that acted as a charity organization in community from the point of view of macro-governance, and analyzes the difficulties of"charity supermarket". This paper tries to research after these questions that the dynamical mechanism of production, running condition and problems of Wuhan"charity supermarket"in systematical environment; what kinds of influences on reconstruction of social welfare system and the change of national function reflected by the emergence of"charity supermarket"in China.Thinking about"charity supermarket"involved in different aspects, the paper analyzes"charity supermarket"not only from the point of view of system, organization and governance but also from the point of view of government, acceptor, public, etc. Analyzed all above, the paper thinks that the production of"charity supermarket"is a result of the change of systematical environment. It benefits for mobilizing and integrating social fortune, alleviating the pressure of government on supporting the poor, promoting social stability and harmonious development. In present systematical environment, the"charity supermarket"is involved in government administration system because of some considerations affects its development at a certain extent, but its routinization, standardization, public participation, community and socialization on social support reflect the government consideration to the change of government function. In order to benefit for the perfection and development of the new social support form, the author put forward some constructive opinions to the problems that produced in the course of running of"charity supermarket".
