At the beginning of a new century, the whole society and citizens have paid unmatched attention to educational equality. The problem of education in poor areas becomes a focus both inside and outside China. Balanced development has become a new development view for fundamental education, a basic concept and strategic choice of present reform of fundamental education. The problem of the people's livelihood has been clearly pointed out in the report of the 17th Chinese Communist Party National Congress. Education is the foundation stone of nation development. Education equality is an important basic of social equality. The cities and towns in poor areas have weak financial ability, inadequate education supply, deficient educational funds, worn-out teaching buildings, and deficient supply of high-quality teaching staff. Meanwhile, the allocation of education resources at the county-level is not balanced. There exists a great gap in educational funds, the situation of running schools and the level of teaching staff between cities and towns in poor areas. The rights of children's receiving compulsory education in the vast rural areas have not been fully guaranteed. This article is based on the relative research of the predecessor, uses Scientific Outlook on Development as guide and uses the methods of qualitative analysis, contrastive analysis and literature materials analysis and so on to do research.This article is mainly divided into four parts: The first part combines objective fact and examine the basic education unbalanced development of the cities and towns in Na Yong. The second part explains the major implication of the basic education balanced development of the cities and towns, and point out the great important meaning of promoting the basic education balanced development of the cities and towns in poor areas. The third part make synthetic analysis of the reason of the basic education unbalanced development of the cities and towns in poor areas from the real point of view. The last part comes up with countermeasures of promoting the basic education unbalanced development of cities and towns in poor areas.The unbalance of basic education of cities and towns in poor areas has heavily prevented the healthy development of rural education project and prevented the development of the whole education project. Therefore making relatives measures to promote the balanced development of the basic education of cities and towns in poor areas is useful for improving the running a school condition of rural schools, enhancing the teaching quality of rural areas and promoting education equality.
