Since the ministry of education issued a National College of Physical Education Curriculum Instruction Program in the year 2002 , the university P.E. curriculum reform has become the general focus of attention by a vast number of educators. At present, the college sports curriculum standards has been implemented for about five years. To understand detailed situation of the process of its implementation, the author here offers a deep analysis and research on all parts of the P.E. teaching and also studies the current situation of the P.E. course standards in accordance with domestic and international sports information, based on the P.E. teachers of the Inner Mongolian universities as the investigated target, according to the methods such as questionnaire survey, statistics, and the way of the interview. The result shows that:1. Now Inner Mongolia university of physical education course overall status of implementation has a mixed picture. From the implement of the teaching targets, the university sports teaching guiding outline of the modern education theory has been increasingly expanded. It is accepted by the first-line educators. And some of sports teachers can also carry out it actively and often deal with the problems in the new courses with traditional methods.2. The structure of the academic resources of the Inner Mongolia university sports teacher is rational. The academic degree of the teachers is qualified according to the university requirement. But teachers overall level of scientific research are not high. And their awareness of scientific research is weak. This will be restricted to the physical education curriculum reform as a bottleneck in direction of the depth development.3. Inner Mongolia university of physical education facilities are complete which complies with the requirements of the standard curriculum. Some of the facilities of the university sports can not meet the requirements of teaching and training courses. The level of leadership is generally lack of awareness of the development of physical education curriculum resources, material and financial support.4. Inner Mongolian university sports training courses is not conducted satisfactorily. Though most sports teachers have participated in many forms of training, the training time is very short. And the style of the training is single. Therefore it could not be a good guide.5. The Inner Mongolian university P.E. course has some difficulties during the time of implement. The teachers think that the big problem is short of the necessary guide of the course implement. The first prominent problem is the terms and conditions of teaching. Then it is followed by need to the change of the students' ideas and concepts and the lack of support from school leaders. These will all be the serious impact on the effective implementation of sports course.In short, this paper presents some reference suggestions on the factors of implementation of the P.E. courses hoping that it can provide some theoretical references for the full implementation of the P.E. course standards for Inner Mongolian universities.
