This paper is based on a great deal of history literatures about vocational education in college, and a lot of authority data from Ministry of Education, websites of nationally vocational education, personal survey and research are introduced, Shanghai Second Polytechnic University with nationwide fame and Wuhan Marine College are 2 typical cases for this research, the worldwide famous modes and experiences of running school from developed countries like Germany are referred, this paper includes the latest reports about vocational education in mass media, the analysis about the situation, reasons and strategies about dislocation of vocational talent cultivation are profound.The location to talent cultivation in vocational colleges is that vocational colleges cultivate mainly highly-skilled talents with good professional ethics and applied ability who meet the need in the fist line of production, construction, management, service, and are willing to go, stay long and be used well in the first line. The objective talents have 3 characteristics: (1) High level of talents—highly skilled talents. (2) The grass-root talents—frontline talents. (3) Occupational talents—applied talents.However, in the process of cultivation practice, the dislocation phenomenon which contradicts with the talent cultivation goal occurs, mainly displays in: (1) A low and weak beginning. The students to be enrolled to colleges have the worst exam result in college entrance exam; the condition to run the college is worst comparing with other kind high education; the improper teachers teach, bad education quality hurts college development. (2) In the process of cultivation, "high" has offside and "vocation" has dislocation. In order to enroll more fresh students, some vocational college exaggerates and boasts itself to cause the students' excessively high professional expecting-value. The dislocation of "vocation" is that in the process of cultivation, 2 kinds of extremes present, the pure theory style and the pure employment style, namely the theory stress but skill ignorance, "the employment is the guidance" is understood one-sidely and the comprehensive ability cultivation is neglected. (3) The talent cultivation leads a contradict result. One side, it is very difficult for the graduates to find the jobs; on the other hands, the workers with high skills are in short seriously.The main reasons for dislocation exist in concept, social structure and specific strategy (1) People have a wrong concept "doctrine superior, skill inferior "namely, theory is import but skill is not. (2) In social structure, education stratification is stressed but classification is not. Students and parents concern about good diplomas, expect to enter the good university, but look down the vocational colleges. (3) Inadequate finance input to vocational college and improper evaluation to teachers and students. At present the evaluation to students and teachers mainly depends on theory rather than skill-based. The tests for the students' skills of vocational qualification certificate are in chaos and are becoming a tool for some people to make money.The solution to the dislocation of talent cultivation should focus on concept, structure and strategies. (1) The social value of talents should be understood in concept. The change to people's concept should be taken in 2 fields of society and college so that forge the recognizing to respect skill talents and the jobs in the first line. (2) System to create a conducive environment for the growth of skilled talents in social system is vitally necessary. Construct more developing and raising room for skilled talents and insure their right and benefit by the laws and regulations. (3) In practice strategy, optimize the bridge organizations aiming at the cooperation between the vocational colleges and enterprises so that cooperation to puzzle the colleges becomes smooth. This paper refines 4 modes of cooperation between colleges and enterprises and a successful case about this kind cooperation, these are worthy to be recommend to others.
