Management by Objectives (MBO) is an important component of theory of scientific management, which is one of main contributions for Drucker on the practice of management. As a management method, MBO is widely used in the management of large enterprises, which has achieved great success and increasingly chosen in management reform to various types of institutions.In recent years, most college party committee office and principal's office are combined as "the school's Office" or implemented as a set of two people to a brand in china. To achieve a higher management level on the office, as the head of university departments, how to inherit the traditional management methods and keep on learning and draw on modern enterprise management tools and methods, innovative management theory and methods, is the focus of this article. For this, the author focuses on management by objectives in the use of the office and hopes to get through the study of management practices that guide the way.In the Introduction, it mainly sets forth why to choose the proposition of "MBO in the use of University's Office" and its significance. Reviewing of relevant literature at home and abroad of two aspects---"theory of MBO and its practice in the management of universities" and "the office enhancing the management level and its ways and methods", it presents main content and research methods of the study and defines these four main concepts of target, MBO, university office and MBO in the use of university office.In the first chapter, it mainly introduces theoretical foundation of MBO and its areas, theoretical basis and main characteristics to present that MBO is a management system based on the targets or objectives for the guidance. In this chapter, it analyzes on the favorable conditions of MBO in use of the office, in view of management concept, management characteristics, management basis consistent with MBO, to study its feasibility of implementing MBO.In the second chapter, the article analyzes on four main functions of the office which is reference, coordination, supervision, and service and three main management features from three analyses of daily work, special one and random one. Through a questionnaire survey, it sets forth main problems of MBO in use of the office, that is, the lack of target system to build the scientific process, the lack of democratic process, the lack of management in the implementation of the objectives, and the lack of perfecting objective evaluation system. And through conducted interviews with some responsible persons of the office, it analyzes these problems of deep-seated reasons for that: Misunderstandings in awareness, lack of enough solid foundation work, few enough in decomposition of targets, control mechanisms not sound enough.In the third Chapter, considering with the actual situation in the management of the office, the article studies with a more rational attitude and a more scientific approach to deal with MBO to present five operation strategies on MBO in use of the office, of which is the preparations, the setting, the implementation, the evaluation, and feedback, to constitute a complete system so that MBO in use of the Office of becomes more clearly.In the Concluding, the article conducts a brief review on parts of the study, and outlooks MBO in use of the office from three levels of the content of research, the actual operation of the management and research methods to understanding of this issue and practicing the theory in a more scientific level.
