The Popularization of higher education achieves so many people's aspirations to the University, enhances the culture and professional quality of our employees , ease the case of senior specialist scarce, but the direct consequence of the continued expansion of universities enrollment is a large number of college graduates rushing into market. Although there are so many reasons for graduates'out of work , Of course expansion is the only one, the fundamental reason as the following: the expansion of enrollment does not coordination with the speed of economic growth, the insufficient supply of jobs as the result of industrial restructuring, the contradiction of disciplines structure's not adapting to market demand , the contradictions leading by the employment concept of graduates'unable adapt to changes in the labor market,and premature development of the job market, the non-standard management, and so on.In order to alleviate the employment pressure on university students, our government has set a series policy to enhance graduates'enployment, such as "serving the western plan", " three supports and one assistance", "rural teachers special post plan ", " graduate village official plan" ,"Graduate Employment Assistance Scheme", and so on. At present, many experts and scholars are committed to study the employment of college graduates, but most researchers have not yet study from the view of the country's overall economic and social needs, the coordinated development of higher education, constraint factors of employment, developing countermeasures for the employment of graduates, lack of employment guidance for the Government to improve the measures. This paper from the view of introducing and studying literatures in graduate Employment, clarify the concept of the Government responsibility and the graduates employment, review the responsibility of the Government from the multi-disciplinary perspective, provide the theoretical basis and the specific content of Government responsibility.we review the evolution of graduates employment policy and the current policies for promoting graduates employment.we also made a investigation in jilin employment intentions, analyze the constraints of employment. Reference to the employment of college graduates in the government action of the United States,Japan,Germany and other developed countries,research experience of the employment of university students in developed countries to China to develop national conditions,make suitable practical measures for the China's Government, Clear the Chinese Government in promoting the employment of university students should be the responsibility of, and timely guidance to strengthen public opinion and propaganda,guide student to establish mass higher education to employment; establish a sound long-term mechanism of employment of university students ; increase investment of government, and strengthen the basis for capacity-building colleges and universities;strengthen macro-economic control,promote structure and coordination of industrial development of the size of colleges and universities ; strengthen the construction of tangible and intangible market, broaden employment channels and employment space for university students; increased supports of government for the students to start their own business,establish and improve encouraged mechanisms to protect the students who start their own business,which is in six aspects and so on.College graduates is the country's precious wealth, achieving their employment is the objective requirements of implementing the scientific concept of development, building a harmonious society, and striving to practice the important thinking of"Three Represents". Wheather college graduates Can be employment related to the graduates and their families ,the country's political stability and the strategic objectives. Thus , the study of employment of college graduatesand the analysis of the Government's responsibility in strengthening the employment of college graduates have practical significance and reference value to promote the modernization and popularization level of higher education, the formulation of employment policy, implementation and promotion of national economic's coordinated development.
