Personnel training, scientific research and social service are called the three major functions of modern colleges. From a historical perspective, personnel training and scientific research are the first two functions of attention and development. In contemporary society, with social economic development, college social services become more and more important for colleges and the society. Because social services is not only the important channels for colleges returning back to the community, but also an important driving force and development means for colleges their own. Judging from China's situation, although the functions of social services have attracted colleges'attention, theoretical research is relatively weak, many practice problems are still exist. In theoretical research, college social services management theory is still far from mature, basically in a phase of the introduction of foreign theories; in practice, most of the colleges'social service has not yet in full swing, part of the colleges which have social service also don't set specific management agencies, there exists narrow services field, low capability and efficiency. Therefore, this research has important academic and practical value.This paper attempts to apply intellectual capital management theory of enterprise management into the study of China's college social services management, namely, from the three elements of intellectual capital -the human capital, structure capital, relationship capital, to build new college social services management theories; to use the theories to analyze the status and problems of China's college social services; to propose policy recommendations for reformation. On the base of elaborating the concept of college social services and intellectual capital, explaining intellectual capital's importance and significance of university social services, and the necessity and feasibility of college social services'intellectual capital management, this paper proposes a theoretical analysis model of college social services, namely the intellectual capital analysis of college social services. From the three elements of intellectual capital, human capital, structure capital, relationship capital this three levels, it constructs a new theoretical system of college social services. This paper analyzes the status and problems of China's college social services, from the sense of service, service scope, service capacity and efficiency of service to analyze the success and exiting problem. In this paper, it introduces abroad experience of college social services comprehensively, and regards the college social services of the United States as successful case to analyze the experience of rapid development. On the base of analyzing the status of China's college social services and foreign successful experiences, it puts forward for the innovative system of college social services on the perspective of intellectual capital, namely the reform policy on college social services in human capital, structure capital, relationship capital. On human capital, it proposes reform from the hiring of teachers, training, incentives, assessment and other aspects; On structure Capital, it proposes reform from mechanism of leadership, organizational structure, the building of hardware, software and other aspects; On relationship capital, it proposes reform from the University brand and reputation, good community relations, the development of cooperation with enterprises and other aspects. Through these three aspects of reform, it creates integrated management mechanism which it is good for the development of college Social services, so as to comprehensively enhance the ability of our country's college social services, to promote China's social services'flourish.
