The Present Situation And Developing Countermeasures Of P.E. Quality Controlling System Of Higher Education Institution In HeiLongjiang Province

It is necessary to build a complete set of supervising and controlling system for the reform and development of higher education. Healthy on both physical and psychology is request by modern education. An effective supervising system can ensure supplying talented person to society and help them get used to physical practice all life.In this paper, some research methods, such as the documents, paper-question investigation, scene investigation, statistics and logic analyze, are taken to make study of this system now and its future development. Also, system theory, integration theory, system quality management, human-based management, quality supervising and controlling management are run though the whole content.Researching background and its importance for high college are analyzed in the thesis. Concept of supervising and controlling system is defined as well. In result analyzing part, the system is deeply studied on its scale level, character and influence. Take Harbin Engineering University for example, the system is designed and optimized. Accordingly, five proposals are provided as the conclusion as well as the reference for future research.To solve the problems, the thesis suggests: establish the basic model of this system; play the role of the system its own; create harmony and developing environment for its implementation; cooperate the relations between branch system; extend the space of exchanges and cooperation; establish network supporting system by multi-joint efforts for the P.E. quality controlling system of higher education institution in Heilongjiang Province.
