In June 2001 China's Ministry of Education issued an"outline (for trial implementation) of basic curriculum reform", which started a new round of curriculum reform in primary and secondary schools. The curriculum reform is in the period of information globalization, so the key for our country to improve its international competitiveness is to cultivate high-quality talents. The hope of curriculum reform bases on teachers who are the key factor of curriculum reform in the success or failure. Therefore, the new curriculum reform brings not only opportunities to the basic education but also new space for primary and secondary school teachers to develop. With the saturation of teachers'quantity, an improvement of teachers'quality has become the focus of teacher education. In November 2003 the Ministry of Education issued a"prescript for primary and secondary school teachers to continue education"so that teachers'in-service training is gradually becoming the top important thing.Shandong province, located in the east of China, has a wide stretch of land and a large population, and its economic level has been in the forefront of China. Shandong province has always positively responded to national policies, and treats the development of education as a top priority, especially focuses on the development of teacher education. With the implementation of new curriculums and the arrival of the learning society, lifelong education and teacher professionalism has become the development trend of the teaching profession. Teacher education is showing the integrative model of pre-teaching, teaching-entry, and in-service education. This paper bases on the current educational situation of the cities of Shandong province.My main research objects are the physical teachers of the primary and secondary schools. With learning historical experience and reviewing research literature of home and abroad, I have used a questionnaire survey and the method of interview to know the current physical teachers'in-service training status. I have summarized the achievements of primary and secondary physical teachers'in-service education. 1. Physical teachers'qualifications, teaching ability, and the structure of quality levels have been markedly improved. 2. Physical teachers have much recognition of new curriculums and high professional satisfaction.3. Training institutions have enhanced their management capacity. However, there are some weaknesses of the primary and secondary school physical teachers'in-service education. 1. Those primary and secondary school in-training physical teachers have themselves problems. They recognize the objective of in-service education unclearly. Their attitude and study are passive, and they lack the understanding of the new physical curriculum reform and teacher professionalism. 2. Organizers have developed in-service training policies that have problems. The selection of training content has bias from the actual teaching; the curriculum arrangement has a lack of flexibility, hierarchy, and openness; training materials are obsolete, single, and duplicate; training channels, ways, and methods have an lack of diversity; the ways of assessment are few, and evaluation systems are imperfect. 3. Training institutions have problems in organizational management and indemnification. Training time is reasonable but its frequency is low; trainers'qualifications are different and abilities are not comprehensive; the indemnification of in-service education funding is imperfect; the resources of in-service education and teaching equipment are lack. 4. The policies of education department are unclear and they lack a good publicity. 5. There are some problems with physical teachers in rural primary and secondary in-service education. Physical teachers in-service education of rural schools are subject to school conditions and severe financial constraints; rural teachers in-service education more easily lead to an inevitable conflict of teaching and training; education departments do not pay enough attention to rural teachers in-service education.With the achievements and existing problems of primary and secondary school physical teachers'in-service education in Shandong province, I have made the following recommendations and measures. 1. Make in-service physical teachers recognize the objective of in-service education clearly and correct those training teachers'attitude. 2. Reduce the regional and urban-rural differences of physical teachers'in-service education; improve the treatment of rural teachers, and reduce their financial burden. 3. Organize highly qualified trainers, and provide multi-directional training channels. 4. Optimize the construction of curricula and teaching materials. 5. Build an innovative and diversified in-service training model. 6. Strengthen the organizational management and financial protection of physical teachers'in-service education.
