The key whether the university could construct a high quality teacher troop lies in whether it could establish an effective teachers'performance evaluation system. At present, all of the studies are based on the generic teachers in university, not in view of the particularity of foreign language teachers.In this paper, based on analysis the theory, concept and connotation of Human Resources Evaluation and Human Resources Evaluation about general teachers in University , we research the current situation of the evaluation of College's teachers human resources in Hebei; On the base of analysis of Human Resources Evaluation Indicators system about university teachers , in view of the work and profession particular of foreign language teachers, to construct the Human Resources Evaluation Indicators system which is applicable to foreign language teachers in Hebei. For X university in Hebei as an example, reach a conclusion and give the policys and suggestions. The main achievements have been gained as follows: Firstly, to construct the Human Resources Evaluation Indicators system which is applicable to foreign language teachers in university; Secondly, reach a conclusion and give the policys and suggestions about the Human Resources Evaluation Indicators system of foreign language teachers in university in Hebei.
