Independent development of the school calls for schools to make their own School Development Planning(SDP). In fact, having more or less understood the theoretical significance of the SDP, many schools are trying to make their own SDP. But because of some reasons, different schools perform differently to some degree, expressing different values. Then, what're their values when schools make their SDP? What kind of values should they hold? Why? These are the questions we have to discuss under the background of Content Development. Because if we can make all these questions clear it will help us know the Status quo about how schools make SDP in practice. It can also help us to know the ought-to-be value and the general principle. Only in this way can help the schools keep a clear head instead of losing the way in the wave of making SDP and follow a real path of Content Development.Part one of this thesis combs the background of SDP's emergence and its development. Then it elaborates the realistic soil of SDP's existence in our country and point out that as an imported product, when it exists in the educational practice of our country, SDP needs the realistic soil to grow and develop, although it has its own typical western background. The theory of "People-oriented" during the process of the transformation of the society and the pursuit of the life in school education during the process of the school reforming both provide the nutrient required for SDP's growth in our country.Part tow of this thesis has mainly researched nearly 50 tests of more than 20 schools' SDP by text analytic method. It finds out that there are tow main values of the making of SDP at the present. And, there are different questions under the tow values when different schools make their SDP. The main reasons for these questions are the lack of the premise including why to make SDP, how to make SDP etc and the simplicity of the supervisors of the schools.Part three of this thesis states that the pursuit of the life in school education and the way how to help people develop which appears gradually in the management of the school both indicate that: the schools should hold the value of "focusing on realizing the development of people" when they make SDP and they should try their best to realize "the development of the supervisors of the school" during "the premise of success of the making SDP", and meanwhile they should promote "the premise of success of the making SDP" by "realizing the development of the supervisors of the school".Part four of this thesis mainly presents the meaning and the general principle of the SDP making under the value "realizing the development of people". The main aim is to provide some advice about SDP making for schools.
