The 19thcentury witnessed an important period of development of the Popularization for elementary education in Britain.The beginning of the industrial revolution at the end of the 18thcentury provided the material conditions for the development of elementary education.Elementary schools chiefly represented by Sunday School flourished,which led to the stage of the popular elementary education in Britain. However,problems concerning funding,teachers and school system restricted a further development of popular elementary education The state,after 1833,by means of educational legislation,educational funding,educational inspection,educational management,teacher training and other measures,gradually increased its intervention in the elementary education and finally achieved a 5 to 12-year-old fundamental popularization of compulsory elementary education at the end of the 19thcentury in Britain,which helped the United Kingdom become one of the leading countries in the educational field in Europe.The popular elementary education in Britain was achieved more than one hundred years after it spontaneously began with the private sector.The dissertation relying on the historical clues explores the course of universal elementary education between 1780-1902 in Britain,gives an analysis of its characteristics and makes its reflection upon them.The dissertation,apart from the introduction and conclusion,is made up of four parts:Part One:the Beginning of Popular Elementary Education in Britain(l 780-1832).It focuses on the history of the elementary education before 1780 and the background and process of the popular elementary education campaign after 1780,introduces the voluntary contribution school system and summarizes the characteristics of the period.Part Two:the Reform and the Development of Elementary Education in Britain (1833-1869).It makes a study of the national intervention in the development of elementary education between 1833 and 1869.This section touches upon the ideological rise of national education,relevant provisions of elementary education with regard to the child labor in the Factories Act,and various measures by the state in its intervention in elementary education such as educational legislation,educational funding,educational inspection,educational management and teacher training.Part Three:the Basic Achievement of Popular Elementary Education in Britain(1870-1902).It makes a study of the background and important laws which promoted the achievement of popular elementary education as well as the changes in all respects in elementary education. Part Four:Analysis.It makes an analysis and summary of the characteristics of the popular elementary education in Britain in the 19thcentury and in the meanwhile points out the merits and demerits of it.
