The early 21st century, in order to further improve the quality of education, and make each child is equal education resources。All of American society to the school system needs a high-quality teachers, and the demand for rural teachers is a daunting challenge. The problem is very prominent during the teacher recruitment and retention is in the rural community, so how to recruit teachers of high quality and how to retain qualified teachers? The teachers in rural teachers′organizations and institutions, and relevant researchers are working to the theme of exploring, solutions and implement.The policy of recruitmnet and retaintion as the breakthrough point for me, this study is divided into three aspects, and a conclusion.First, describes the background of countermeasures. Rural teacher recruitment and retention is one of the key problems of rural teachers, has a long history. The author in time axis to teachers will be three stages,so to sort out the relationship of between rural education and teachers' questions from the 20th century to the present. At the same time, in the rural community, the school organization and related interest groups and high quality teachers demand four levels of analytical policy.Secondly, specific analysis of teacher recruitment and retain policy. Teacher recruitment and retention interpretation of the present situation of the development of policies, to introduce and policies for the project implementation process of the core analysis, the countermeasures to introduce the final implementation countermeasure and the progress of the effect.The third part in rural teachers in north Carolina recruitment and retain the policy for implementation issues for further research, the policy and the case of project of corpus policy to implement and operation.Conclusions. Namely, the characteristics of policy flexibility and diversity and the federal state tripartite overall consideration,;Relationship:continuity and analytical for feedback and expansibility.
