With the development of education in our country, special education is receiving more and more attention. The popularization and the quality of compulsory education for those disabled children not only affect their educational level and living standard in the future directly, but also influence the overall level of Chinese education. Implementing Scientific Outlook on Development and structuring the harmonious society of socialism call for carrying out the work of special education conscientiously and ensuring the disabled children being equally educated. In order to effectively improve the overall state of special education at the compulsory education stage in Xinjiang Uygur Autonomous Region(hereafter refferred to as"Xinjiang") and satisfy the disabled children's need of receiving the education of high quality, this article analyses and researches the current status, problems and countermeasures of special education at the compulsory education stage in Xinjiang.To undertake the research on the current status and problems of special education at the compulsory education stage in Xinjiang, some scientific methods are employed in this article, such as document study, interviews, comparative analysis, etc. The main problems existed in special education at the compulsory education stage in Xinjiang are listed as follows. The sense of special education is relatively lagged; the fund is insufficient and can not meet the needs of special education's development; the number of special education shools are inadequate; the wide disparity of teaching quality still exist between special education schools and other common schools; the teachig groups of special education should be strenthened immediately. All these factors are restricting the development of special education in Xinjiang.Based on the researches of special education at broad, at home and in Xinjiang, the article poses countermeasures to develop special education at compulsory education stage in Xinjiang: many races in Xinjiang possess the idea or tradition of treating disabled people with sympathy and assistance, to build a society with the atmosphere of humanitarian and human rights by means of propagation and education; since the funds for compulsory edcation is mainly allocated by our government, the government should make effort to implement the appropriation and increase its amount; to optimize the layout of special edcation schools, improve the conditions of special education schols, perfect the system of special education, ensure teaching quality and certain rate of disabled chidren to receive education; there are two major ways of receiving education for most disabled children in Xinjiang, especially for those who live in the rural areas: study in the normal class and in the special teaching class, therefore, doing a good job of these two ways can effectively improve the overall level of special education in Xinjiang; enhancing the construction of teaching groups of special education plays a very important role for disabled children to receive the education of high quality, particularly, the number and quality of minority teachers for special education should be guaranteed; to build and perfect law system of special education which is fit for the development of disabled children in Xinjiang; the whole society should pay more attention to the disabled children, all the people make efforts together and try to satisfy the disabled chldren's need of education in this region.
