School Choice problems exist in both China and America .because of differentissues on the traditional culture, natural environment, the stage of economicdevelopment, political system and so on in the two countries, the content ,objectivesand the premise of the system designed on school choice demonstrate more bigdifference. The United States tries to deconstruct the system carried out by modernbureaucracyat thecoreofarational andscientific andtechnological power monopolythrough"School Choice", so that education can develop in the direction of autonomyand plurality to adapt to the needs of post-industrial era in the community. China isundergoingadramaticchangeofthesocialbackgroundconflictsbetweenhigh-qualityeducational resources and the public's demand for education highlight show theSchool Choice,andthecomprehensiveimprovement intheexistingsystem is obvious.Studying the causes of School Choice problem of the two countries, the norms modellaw and sociology followed the in resolving the issue of selecting school, bothimplicitpremiseoftheframeworkformationofthetwosystems, andbypublicchoicetheory-based analysis knowing whether Two School Choice system can solve theproblem, to what extent can achieve its stated objectives is major theoretical premiseofourcountryinthefundamentalsolutiontoproblemsfacedbytheSchoolChoice.Due to the failure of the Keynesian doctrine of national policies and variousdefects of the old education system exposed, The United States has established aselectingschoolsystemonbasisofanewliberalism,theNewInstitutionalEconomics,andthenewmanagement.AmericanSchool Choicepolicydevelopedfrom its"BrownAct"to"countries in the risk"and to"No Child Left Behind",from the mandatoryracialquotastothemagnetplan,openenrolment,educationvouchersystemandtotheoverall education system changes historically. China due to the lack of qualityeducational resources and changes in the structure of societyand the public desire forquality education has School Choice problems in compulsory education, and itsvalues has developed from the experience"absolutely fair"to"giving priority toefficiency with due consideration to fairness"and to"comprehensive fair view"of evolution. Its School Choice policyexperienced from"monopolyof public school"to"focusingonthekeyschools"throughpromotingthebalanceddevelopmentofprivateeducation and to stage of the overall management. The United States set up majorsystems architecture including magnet schools, charter schools, private schools andhome schools, mainly in the forms of and education vouchers, open enrolment andeducation tax relief. China follows the nearest schooling, conversion of schoolownership, one fee system, the balanced strategy to address the issue of selectingschoolsystemarrangements.Pursuitofthemostbasichumanvaluesandage-specificvaluesaswellastensionof the pursuits between personal and social values makes the very complexity of theeducation reform. Education reform, in essence, is in pursuit of a choice or balanceamong different values.
