Differences in the allocation of teachers resources is the most important cause resulting in the gap between urban and rural education, which directly hinder the healthy, sustained and stable development of China's fundamental education, Therefore, our country has implemented many item of teacher mobile actions, such as "job rotation", "teaching support" and "sending teachers", But these actions are not going to the roots of the problem. With the development of information technology, many experts and scholars advocate that in the backdrop of information age, information technology should be used to achieve the share of qualified teachers resources between urban and rural, namely, in the same region, the urban quality teachers, without leaving their own schools, can carry out remote synchronized teaching for both urban and rural students. Thus the share of quality teachers resources is realized. Its purpose is to provide a new solution idea for reducing the gap of urban and rural areas qualified teacher resources for our country. In this case, this study take the results of interactive distance learning in urban and rural areas through network teaching platform as the object of study, make a comprehensive evaluation of the effect of interactive distance learning in urban and rural areas based on different educational models, and hopes for reference to the development and assessment of delight IP 5.0-based interactive distance learning in urban and rural areas.First, depicted the background of this research, analyzed the relative research both in china and abroad, explained the reasons of choosing characters as the researching object, clarifies some concepts just as "network teaching platform", "qualified teachers resources", "teaching assessment" and "approval criteria system", also stated the logic of how to do the research.Then, described how to construct a proper and reasonable approval criteria system of the effect of interactive distance learning in urban and rural areas. Based on the above situation, it mixed the methods of literature analysis, advice from experts, factor decomposition, analyzed the key factors and essential links that influence the indicator system, established the approval criteria system of the effect of interactive distance learning in urban and rural areas.Third, urban and rural interactive distance education cases, which use two types of widely applied teaching modes of inculcation mode and inquiry mode, are selected as the target of evaluation. Field research on the two different teaching modes for urban and rural interactive distance education is conducted, and the written description and video record on classroom teaching are finished. Structured observation and non-structured observation, namely the combination of qualitative observation and quantitative observation are used to collect data. For the information which is difficult to be obtained by observation, questionnaire survey is used to obtain information from students. Based on the analysis of network teaching platform and combined with the views of related experts, the rating of indexes in the urban and rural interactive distance education indexes system based on the teaching modes of inculcation mode and inquiry mode are derived. Finally the fuzzy synthetic assessment is used to comprehensively evaluate the implementation effect of two urban and rural interactive distance education.Finally, this research is summarily evaluated in a careful vision, and the lack and possible reasons of this research is explained. It is concluded that the use of inquiry teaching mode in the urban and rural interactive distance education can make full use of all kinds of learning resources and develop students' wide range of quality, and the overall effect is superior to the use of inculcation teaching mode in the urban and rural interactive distance education.
