The Olympic Movement is a great human cultural creation, which has its own unique vision and purpose. The Olympic Movement is not a political movement, and the International Olympic Committee is not a political organization at all levels. The Olympic Movement has always stuck with non-political position. However, whether the International Olympic Committee as an organization, or as the activities of the Olympic Games, which includes not only the internal political characteristics, but a lot of dealings with the politics .In fact, the development and operation of the Olympic Movement have been inevitably affected by political influence.This paper based on the angle of political science and administration will give a clear discussion of the Olympic Movement which is a both political and non-political two seemingly contradictory position. Firstly, by analyzing the "Olympic Charter," related to "politics" in the exploration of the non-political position of the Olympic movement it defines the non-political position in the Olympic Movement "political" attitudes. It considers the Olympic movement as a kind of "bad politics" refusal, rather than excluding and negating all of the politics. So that it lays a possible and reasonable foundation of the analysis of the Olympic Movement political. This paper argues that the reason why the Olympic movement determines non-political position, is that it has a deep-seated historical and social reasons. Secondly, in the political analysis of the Olympic Movement, this paper starts from the two main elements of the Olympic Movement, namely, the International Olympic Committee and the Olympic Games, discusses the internal political and external political nature of The International Olympic Committee and the Olympic Games. It is also under the system of the United States through the Cold War and the Soviet Union boycotted each other for the two Olympic Games, from the case for further evidence for the point of view of the political character of the Olympic Movement. Finally, the paper points out the future direction of the Olympic movement, that is Firmly rejecting "bad politics" to interfere with the Olympic Movement, using the "non-political" principle Flexibly, in the maintenance of purity of the Olympic ideals and objectives, to achieve the win-win situation based on the maximum realization of the Olympic Movement and the politics. The Olympic movement needs to find the best balance between the "non-political" and "political", and only in this way can it achieve faster and better development.
