The Establishing Of Cooperation Model And System Among The Governments Of Wuhan Metropolitan Area At The Present

On December,2007, Wuhan "1+8" Metropolitan Area (short for Wuhan Metropolitan Area) became one of the two experimental fields - resource-saving and environment-friendly (short for Two-oriented society). It is not an opportunity but a challenge for the developing of Wuhan Metropolitan Area.So it is a master key that how to deal with the environmental or resource issues while keeping the developing of Wuhan Metropolitan Area.At the present,facing the new situation of Two-oriented Society, this article will be dedicated to making a deeply positive research and theoretical analysis about the problem that is faced with the government cooperation of Wuhan Metropolitan Area. And we bring forward and argue for a new conceptualization of cooperation model and system among the governments of Wuhan Metropolitan Area from the research and analysis. In this paper, from the knowledge of politics, economics, sociology, management and related subjects, we make a deeply theoretical analysis on the subject of the theory of local government cooperation,administrative management theory,regional economies and regional economic integration through different methods of study, such as literature, comparative method and demonstration analysis.Basing the deeply positive research and theoretical analysis on the issues of the government cooperation of Wuhan Metropolitan Area, we talk over the theoretical foundation of cooperation,origin and the present condition. Then, we study the difficult positions and reason of governmental cooperation in the process of Two-oriented Society in Wuhan Metropolitan Area,at the present. And we put forward a new conceptualization of cooperation model for Wuhan Metropolitan Area in the developing of Two-oriented Society. This new conceptualization of cooperation model is based on the market-oriented named the cooperation of Hierarchies-" 1+4+4".As this thinking Wuhan"1+8" Metropolitan Area will be splited and assembled according to the conditions of zone bit,natural resource,market and industry and finally the governmental cooperation of Wuhan "1+8" Metropolitan Area will become a new medel of "1+4+4" among the three kind of cities, Wuhan-Core City,Huangshi,Ezhou,Xiaogan,Huanggang-Sub Core Cities,Xiantao,Qianjiang,Tianmen,Xianning-Radiated Area.At the same time, we put forward a multiple cooperation system as focusing on the central task of interests coordinate and performance evaluation mechanism through the study about the difficult positions and reason of governmental cooperation, in order to keeping the running of the new model. In belief, this study about the establishing of cooperation model and system among the governments of Wuhan Metropolitan Area, undering Two-oriented Society has a great significance for the development of Wuhan Metropolitan Area.
