Secondary vocational education undertakes the task of training hundreds of million high-quality workers in the course of socialist modernization. It is the important basic of social economic development and bears on the improvement of the overall quality of the labor force and also on the development of higher vocational education.Secondary vocational education has become a certain scale after having experienced 10 years of development and its achievements are obvious.However, there are still some problems in the development of secondary vocational education. Must uphold the scientific concept of development, correctly deal with the problems faced by secondary vocational education. To speed up and deepen the reform to promote their development.This article started with the problems in secondary vocational schools and studied multi-level teaching theory and practice.Firstly, Point out the problems which both students, teachers have and exist in teaching in secondary vocational education,put forward proper strategy.Bring forward teaching method—multi-level teaching according to the large otherness of educational object in secondary vocational education and the diversification of training objectives .After stratification, different teaching methods should be chosen for different students and play to their strengths. For the first tier of students, Billing Division of Sub-type Curriculum model should be chosen; for the second tier of students,"Wide Basic, Flexible Module"curriculum model should be chosen; for the third tier of students, CBE Competency-based curriculum model should be chosen.Do transformation of the curriculum, and actively optimize curriculum structure. For the first tier of students , the traditional curriculum is used; for the second tier of students, curriculum can implement modular course structure, curriculum integration, suitably integrate and compress basic courses and professional basic courses; for the third tier of students, we can remove the theory too deep, applicability of the course or content is not too strong . Lastly, we can take different teaching methods for different tiers of students based on constructivist teaching method to adjust the relationship between teaching and learning and make teaching and learning combined organic. We will make students play a leading role in it and make them satisfied with their studies. In this way, students can enhance self-confidence and are stimulated enthusiasm and interests for learning so that the teaching purpose and task for different tiers of students can be finished .
