In recent years, during the two sessions, substitute teachers become into the main contents of proposals of the representatives of the education sector. This shows that the substitute teachers become a social problem and a special group of social concern. Because the production and development of substitute teachers is the result of game between supply and demand of teachers and the policies of teachers. Thus, carding polices of substitute teachers since the founding will help policy makers developing more comprehensive teacher policies.This content is divided into five parts.The first part mainly describeds the concept definition of the substitute teachers and related theories. On the comparison of public teachers, private teachers and substitute teachers, this article defines the core concept. substitute teachers are paid by remuneration subject, they are non-teaching permanent person who work long term (substitute more than one year) in rural primary and secondary schools.The second part mainly analis development characteristics of the policies of the substitute teachers in the embryonic period (1949-1976). it exists since 1949. substitute teachers and private teachers are in the confusion of stalemate at different times. The third part mainly describeds policies of substitute teachers have the feature of relative independence, substitute teachers increases largely in expansion period (1977-2000) The fourth part mainly explains polices of the substitute teachers treat different substitute teachers in the same way in the beginning, treat different substitute teachers in the different way in the later in systolic period (2001 -).The fifth part is the conclusion. This article has four conclusions on the basis of analies of three different stages of policies of substitute teachers. substitute teachers exsit since the founding , policies of substitute teachers are not perfect, the reasons of appearment of substitute teachers are complex, so we should treat different substitute teachers in different way. this article proposes four feasible proposals.
