With the development of Science and Technology, the advance of the society, the increasing demand in educational resources, the model of teaching research and teacher training being set separately ,which made a brilliant contribution to the history of education in the past ,has gradually enlightened its inadequacies.So a training institution combined with teaching research and teacher training has come into being. The staff who only worked as teaching research or teacher training have to assume the task .However, because of the lack of educational theory of this kind, the improper educational administrative system,the complicated management requirements in training centers, the imperfect management mechanism,and the orientation of training centers,the policies for teacher training,the training input from the education authorities and so on, the staff of the new agency find it difficult to make themselves adjust to such changes.This paper aims to combining the theory and practice of domestic and international educators on the model of " the unity of research-training " and the writer's working experience and based on the analysis of the significance and the reason of such phenomenon to explore how the education management sector, the new agency and its staff take measures to solve the problems.
