The international competition in the 21st century is mainly competitions in knowledge and talent. Various signs indicate, and according to visual field of futurology, the international economy is shifting to the economy based on knowledge.People's development and reform of education become an attention focuses again. The 16th CPC has proposed goal of "build a life-long education system, form a learning society, promote the All-around Human Development". but now regular school education of our country cannot satisfied with the education demand that people increase day by day. It urgently need to look for a kind of new education rose in form to relieve this contradiction, under this background, community education rose in developed country come into view in time.In fact, community education of our country emerged In the mid 18th century, it as a new education form of our country's modern national education system, and have made certain achievement under the attention and support of governments at all levels and various circles of society, the urban community educated established the Party committees and governments at all levels on leading position in organizing and managing, educational entities set up generally and extend towards basic unit, the content and the form of education head for diversified development progress; The rural community educated realized the organic integration level and distinguishing organizationally, democracy coordinate between " officer " and " the people" in managing, integration the training of pre-service and post-employment on Building Teaching Body, Achieve the unified of reality and farsighted of the educational content. However, some problems can still be observed:low intensity of resident's cognitive, insufficient input of educational fund, incomplete of operation system, scarce of community educational resource and irrational use.This text start from deep analysis the domestic and international background of community education's development, use theory tools such as data studies and comparative studies, etc. it has defined the relevant theories of community education's development at first, also analyzed current situation, existing problem and reason of community education's development in an all-round way, draw on the experience of foreign community education's development, and put forward the strategy to accelerate our country community education's development as follow: change the idea, establish the scientific idea of development; Construct a learning community with Chinese characteristics; Set up a model of community education's development with Chinese characteristics; strengthening Community College Construction; Strengthen the interaction with the government, social and industrial and commercial industry, seek Multi-type support; Build the modern information network, exploit the advantages of distance learning in community education.
