The development of network technology provide realizable platform and technology guarantee for the sharing and exchanging of medical informations. Electronic Medical Record(EMR) is the core content of medical technology. So creating medical information system based on EMR and internet is essential for realizing modern medical system.In this paper, we propose a EMR system based on a three-layer architecture including management centers, data centers and hospitals. The contents of EMR are saved in hospitals and the EMR indexes are saved in data centers. Using technologies such as LDAP, XML, Web Service, we create the index architecture for the patients' EMR so that we can easily and quickly query all the EMR index informations of patients' through out their life. In addition, more detail contents about the EMR can be gotten based on the index informations. Querying EMR contents is exchanging EMR in Internet virtually. In our exchanging system, we use data center as our exchanging media. Based on HL7 CDA format, we define EMR exchanging document. Integrating many security technologies, the system have ensured the security demands in exchanging such as confidentiality integrality identity undeniableness.In our system, we realize the sharing querying and exchanging of EMR. Using our system, authenticated users can get their EMR informations easily and anywhere. The technologies used in the system such as Java XML Web Service have characteristics as platform independently and transplantable, so our system can both develop with new EMR system and be integrated in existing medical system easily.
