Under the prosperous development tendency of telecommunication value-added services, a new kind of value-added service, voice value-added service platform is proposed and designed in the paper. In the form of interactive voice response and agent response, the telephone system, LAN, Internet as well as terminals are integrated and a small management information system is formed by use of CTI.Two kinds of technologies are systematically analyzed in the paper in terms of composition, capacity, function, stability, development period and so on. Based on the above comparison and current conditions, voice board technology is adopted in the project. Compared with the traditional centralized architecture, a brand-new three-layer decentralized architecture is proposed in the paper. Function modules are divided based on the idea of separating services from function. Meanwhile, two kinds of terminals, namely computer and telephone, are developed simultaneously. Multi-layer software architecture and finite state machine are introduced in the software design. Aimed at telephone terminal, the interior design, process flow and realization methods of such services as telephone conference, telephone QQ, call center, interactive voice response and system bulletin are discussed in detail. For the computer terminal, the design and construction of website as well as database are illustrated particularly. What's more, the application software is tested the test results are analyzed.Compared with the traditional call center, the value-added service platform we designed has the advantage of multi access methods, which means all of the PSTN users, personal access phone users as well as Internet users can log in the platform conveniently. Therefore, more services can be provided. According to the thought of separating services from function, the three-layer decentralized architecture makes it possible that the platform is independent and the different services are separated. This kind of architecture also has the characteristic of strong applicability, featuring independent service development and easy upgrade. Various kinds of value-added services are integrated in the platform and the call center subsystem can be used as the basic platform to support more services. Work in this paper provides valuable references to the further research and development in the future.
