Research On Fairness Of Health Resources Allocation In Jingjiang City

Health resource is the cornerstone of sustainable development of the medical and health cause, for the majority of people’s health escort. The allocation of health resources because of the long-term history, nature, policy, system and the social structure and the restriction of many factors, the unfair problems have become increasingly prominent. Equitable distribution of health resources is one of the key problems of medical system reform. Maximally fair allocation of health resources, promote sound and rapid development of medical and health undertakings, to enhance people’s health level, has become the focus problem in the new period, under the background of new medical reform the government and people of common concern.This paper use a combination of the Lorenz curve and the Gene coefficient method in dynamic analysis of Jingjiang health resources allocation status has carried on the preliminary discussion and research, focus on the health of human and material resources and capital to the city’s population equity and geographical distribution of in-depth analysis, analysis of existing problems, put forward reasonable suggestions for establishing regional health planning the government and related departments, relevant supporting policies and measures to improve the fairness of health resources allocation, provide better prevention, medical treatment, health care, rehabilitation and other services suitable for the masses of the people, promote the regional health planning in Jingjiang, the new medical reform implementation and provide scientific basis for the medical and health undertakings, to promote the overall coordination of sustainable development.The study found that the total health resources from 2008 to 2012 in Jingjiang was the continued, steady growth; human, material and financial resources allocation according to the population distribution and the Gini coefficient of geographical were slightly decreased, the fairness of the slightly improved; the Gini coefficient of geographical term in a dangerous state highly unfair and significantly higher than those by the Gini coefficient population distribution, namely according to the degree of fairness in geographical distribution significantly inferior according to population equity allocation. This paper put forward from reasonable layout resource, the structure of the scale of development area planning, control, pay attention to personnel training, strengthening macro regulation and control the aspects such as to improve the equity of health resource allocation.
