| Objective (1) To analyze the performance and the character of the Capital Medical Development Scientific Research Fund in 7 aspects of indexes, including publications papers,published in undergraduate textbooks, prize, patents, students training, follow-up projects and the others which contains new technologies,new methods,new standards, new policies, new specifications. (2) To discuss the personalized character of different project’s performance and the personalized performance evaluation methods.Methods (1) Analyze the structure of the performance of the Capital Medical Development Scientific Research Fund by using scientometrics methods in two aspects, one is count which simply use the number of outputs, and the other is score which represent the different level and category in Performance Evaluation Index System of the Capital Medical Development Scientific Research Fund. The index of concentration ratio is used to analyze the project’s superiority in different categories. The index of Herfindahl-Hirschman is used to analyze the equilibrium among different projects. The Adjusted Absolute Advantage Index is used to describe the proportion of projects in different outputs. The Comparative advantage index is used to describe one output’s proportion in all outputs.The Comparative advantage index is used to describe the superiority of one outputs compared with the overall outputs.(2)Selecting and listing the typical projects whose target performance is inconsistent with the overall performance to discuss the necessity and thinking of personalized performance evaluation.Contents (1) Analyze the related methods of personalized performance evaluation through the study of literature. (2)Analyze and summarize the character of the overall structure and the internal structure of all kinds of outputs. (3)Analyze the structure character of the performance based on the projects’feature. (4)Discuss the necessity and thinking of personalized performance evaluation.Results (1) The overall structures of all kinds of outputs are shown below. The publications papers and students training account for more than 70% of the complete performance of all kinds of outputs. And patents, prize and the others only account for nearly 10%. But to the former, the difference among the projects is larger, and high score’s proportion is smaller, and the latter is just the opposite.(2) To the publications papers and students training and prize, usually the high score output came out with the low score output. For instance, in some projects, when they have a SCI published, there is also a CAGCED paper been published too. As the same, like students training, when a project has a postdoctor training, there always be a doctor training or a master training or the both. For the prize, if a project has national prize, it usually also has the provincial prize or other prize. This phenomenon reflects the diversity of the output ideas in these outputs. (3) The analysis about the output structure based on the projects’ feature shows that it’s obvious in the category of contents. Especially the health management projects have outstanding advantages in outputs of published in undergraduate textbooks and the others which is different from the clinical medical projects. (4)In order to analyze the target performance,some typically applied projects has been searched through the projects’ name, and the results shows that the complication of the target performance is not related to the overall performance which is counted by the 7 aspects of indexes. And for the subject, the oral, management, community and tumor are the typical projects whose target performance haven’t been achieved. And for the unit properties, are the municipal units, and for the category of the projects, are the innovation projects. And all these projects should be paid much attention to.Conclusion Different research contents for the projects always have different structure of performance output. So it’s necessary for the fund manager to evaluate the projects differently which the personalized performance evaluation should be used. And the key for the personalized performance evaluation is the management of the target performance. The first step is to evaluation the complication of target performance, and then consider the composite performance. |
